I don't necessarily agree. It has been normal and relaible to assume that 21XXX=6.5(buttons on top) and 23XXX=6.5.X(buttons on bottom). This is the very first 21XXX build I've seen that is now 6.5.X, so don't make it seem like everyone should already know this.
