If you're still working on trying to open that .menc file, you might as well quit. Someone can correct me if i'm wrong, but i believe the phone encrypts and decrypts the files with a key that it generates, and when you reflash or hard reset the phone, the old key is wiped out and a new key is generated. I always use resco explorer to password protect files.
