You need to make sure you are viewing hidden files. Manila files are often hidden system files unless you change their properties.

I figured it out, turns out that when you set the carrier to generic the fixes are in there all fine, but when I install my dcd telus cab stuff it overwrites it. Not a big deal, I just have to go into it and change it manually.

And I know that I can set it to a telus carrier, but I'd rather keep it at generic for now.
