I think you can configure SPB Pocket Plus to do exactly what you are looking for. You can custom name tabs and add different applications as necessary, large icons, small icons and such. Just was too much for my taste, I like simplicity and small organization. You may want to test try that app out!

Also cLaunch (Free) or iLauncher will work too. I have iLauncher as a MS tab. And in that tab I have two tabs, one for my favorite apps & games, then one for system stuff.

ideally a category tab would be very nice..inside the tab would be app icons that support that category. Such as...Utilities tab...inside would be File Explorer,Clear Temp, UITweaker etc...maybe I just have not learned enough about the program. Maybe I am expecting too much. I just don't have a lot of use for a hidelogo tab or WP Pilot etc...
