I found the solution! I used titan_exitbl.exe to get out of the bootloader. But first I had to use the taskmgr to find a wmdc background process (mobsync?) that kept the usb locked up (even though the usb connection setting was turned off in the wmdc settings).

Next up... custom rom

Hey -- if you are going to use No2Chem or DCD ROMs -- their last builds (5041, 2.2) have some issues. Just beware.

Next issue...

I completed the step installing the new boot-loader-unlocked (Hard-SPL, the new one). Rebooted, no problem. Downloaded nueROM build 5041 and added it to the folder for the blank RUU. Installed without error.

BUT... when the phone boots up it says "No Radio" at the bottom and won't boot up. And the RUU won't connect (stuck at "Verifying the information on your pda phone..." then error 260:CONNECTION). Does this sound at all familiar?

Yeah.
Sounds like you didn't get the radio to load when you did step 4.
go to start/settings/system ... device info
What is your Radio Version?

Yeah, that just occured to me too. It is stuck on the HTC boot screen. So I can't get the radio version...

You are going to have to go back to step 3.
I think your usb problem messed up the load.

Well I didn't find the older unlocker but installed a custom ROM 2.17 from December. I have it relocked. Now I'm going to start over!
