I had this problem with one of my touch pros fror sprint. Do this and it will flash with no problem. Go to settings:connections:usb to pc: and uncheck the box for "enable faster data sync". This may or may not be part of the problem but i unchecked it on my phone before flashing. The phone doesn't seem to take the unlock by either sd card method or by pc because the factory installed boot loader is keeping it from properly installing... (you will notice the quick boot loader screen flash back to normal before it fully takes the spl unlock) It actually doesn't need to be unlocked so flash as usual and DO NOT PUT PHONE IN BOOT LOADER when flashing your new rom!!!!!! Just flash with the phone in normal today screen and let the ruu do all the work and it will automatically go into boot loader by itself so just be patient and wait for it to flash. Trust me I was about to pull my hair out with this problem but it can and will flash if properly connected to your pc via active sync or wmdc in vista. Do what I said here and it will flash.
EDIT: It seems that Sprint somehow is flashing our phones with a new so called "unlocked" boot loader that actually does prevent us from flashing new roms. my TP that i had previously unlocked got relocked by this new sprint update all by itself. No worries heres how to get it unlocked again. First go to settings:connections:usb to pc, and uncheck the box for "faster data sync" and make sure active sync is selected. Next make sure you have active sync in XP or wmdc in vista. connect your phone to your pc and choose active sync for the connection type on your phone if it is set to prompt you. Wait for it to sync then leave your phone in the normal today screen and run the relocker but DO NOT PUT YOUR PHONE IN BOOT LOADER!!! Let the ruu do all the work and it will flash the locker just b patient. After that is finished resync and run the unlock spl the same way as first time. Once you have it unlocked again you can then flash your new roms as usual. I hope this clears it up for you guys having this problem, You can thank Sprint for the sneaky OTA that relocked your spl!!! And don't forget to thank me if this helps you out!

I've tried everything in this threat and still cannot get it to flash. I've tried flashing with 5 different roms with the same results. Even if I try to flash from sd card it just stays at Loading.. after the tricolor screen. Any thoguhts

You need to run the relocker first. Do this with the phone in boot loader mode. Make sure the relocker worked by checking the version number. It should match the version of the relocker. You can try the relocker without being in boot loader as well if you have problems. Once the relocker takes then run the unlocker again in boot loader mode. Same as before, if you have problems run it without being in boot loader mode. It's very important that you wait for the locker and relocker to do it's thing! It takes several seconds sometimes and you may think it's not going to work... just wait for it to load before you cancel it or do anything. Once the relocker takes it's all down hill from there. It isn't necessary to manually put your phone in boot loader to flash your new roms. Post back with your results guys.

Ok, so I ran the relocker, then the unlocker. when I go into bootloader it says sspl 37 I think. is it unlocked? cause when I try to flash a ROM it quits, says it lost a connection with device. sorry if I`m missing something stupid, total noob here

Sounds like it's still locked. Don't go by what you see at the very top of the boot loader screen that says "unlocked". If the unlocker took you should see "0.37.cmonex" on your boot loader screen. If you see that then as mentioned above it IS unlocked. You can then flash your roms with the phone NOT in the boot loader screen but leave it on your home screen and let the RUU utility do all the work. Just wait and be patient when waiting for the rom to flash and the progress bar to climb. I understand that the flashing tutorials are specific and people are still having this problem. There's something with the new boot loader preventing the unlocker from working right. It's wierd and aggravating i know. Post back if you get it worked out. Or not...

I tried both unlocker and relocker with no luck. My bootloader does say .37.000 so it sounds like is not unlocked. Not sure what I'm doing wrong, I'm using the unlocker posted in the link(Raphael_CDMA_HSPL_037.zip (1.27 MB, 27449 views)). I removed the battery and hard reseted several times. Thanks in advance

I know RA1254 IRL. I was able to resolve his issue. Here is the scenario:
Phone was flashed to AV3 ROM (phone was unlocked prior) For some reason the Bootloader either reverted/corrupted (showing .37.000) Every time we attempted to unlock/relock/flash via SD it would freeze at loading Attempts via Activesync would give a communications error on the PC and freeze at 0% on the phone itself. The phone worked fine otherwise, bootable and hard resetable So in essence the issue boiled down to the phone not being unlocked (and not taking the unlock) Solution:
