As a newb, how do I upgrade the radio? Downloaded the file, and see no instructions.

Down load the file and install as you would a custom ROM

Ok, so I saw that thread, but then saw another talking about unlocking the device? The linked post does not mention this, but others do. Is this necessary?

Speed tests don't mean jack unless you replicate the exact conditions; EvDO speeds are extremely sensitive upon tower proximity, atmosphere, and even the time of day. We're talking about mobile wireless data here. You could akin it to screwing with a pair of rabbit ears all day to get the best analog TV reception.

Test with SNR, signal sensitivity, battery drain, and temperature. That's what matters.
