Do you need to run cab files to identify yourself as a Sprint customer?

I don't know specifically, but it's one of the following:

1.) The device has a protected space of memory that is only for phone information, and it's not affected by flashing. Therefore bypassing any changes to network(carrier) configuration.

2.) The Devices hardware address (IMEI) is known on a central database. When you flash a new rom and get the phone to an active radio point, it immediately downloads all your phone info (phone number, ip addresses, etc.) when you connect to the first tower you get connected to.

Either way, you don't have to do anything to flash to any of these ROMs or any custom roms you find here, you're phone will still have all the information it needs to correctly identify you on whatever network you're a part of.

Having trouble accessing the page on mediafire, if someone could post a mirror I'd appreciate it. Thanks in advance.

No you do not. The 'Radios' that you are flashing are simply different firmware versions for the cellular "radio". It only changes the internal programming [read driver] for the device.
The only time you would need to install the Sprint carrier cab is when you flash a carrier-specific ROM... I.E. In the upgrades forum, they would see if a ROM is specifically for Alltel or Telus, etc...
