I have this same problem also. When i press ok in sounds&notification all goes back to it's defaults and it doesn't exit.
If i go to phone settings and change the ringtone, samething happens.
Already tried change the files from OEMAPPS that was the fix for you, but with no success...
Any ideas guys?

look in /windows/rings, make sure all the rings referenced in you settings cpl are actually present in that folder

Allready checked that...
I can't figure out where this bug come from...
All working perfectly except this.
If i go to phone settings and then change the ringtone there, it doesn't go to it's default value, but it doesn't exit.
Allready tried a different phonesettings.dll...
