I wouldn't think you could do that natively. What's he's done here is simply selected in CHTE 1.7 to Show Notifications: Icons Only which will incorporate it in the Cookie taskbar on the lock screen only.

If you install the latest cookies you can go to menu and select edit lock screen layout and you can edit it how ever you like it.
