I figured this out... In order to get the Alltel ROM to work, I had to log into my computer as someone else. Apparently I had something running that was preventing the ROM from updating. I'm now one of the happy souls that has a CDMA touch with GPS enabled. Thanks to all who worked on making this happen.

I found the solution to my problem. The new ROMs have an option in Settings\Phone under Plus Code Dialing, where North American dialing is disabled by default. My contacts phone numbers have the +1 code included. Removing the +1 code from the contact, or enabling North American dialing both solved the problem.
