for off peak try changing to check for email every x minutes. i've got mine set up that way with no problems. haven't done the "as it arrives"

i don't think so. it's creating a data connection every 5 minutes if you're not connected and trying to send the mail out. i think it's better than having a constant connection to the server thus easier on the battery. least that's how it works in my head. note: my head has been known to be wrong on several occassions

Personally I wish i had this problem. Mine syncs all times of the day.. Nice little alarm when you get notifications at 3-3:30 in the morning.
Are you an exchange admin? If you are not have you checked with the IT guys? They might have an answer for you quicker than it might take to figure it out on your own
