Not following you exactly but yes, you must be rooted to flash custom.
If parts of the ROM arent working then I'd post in the forum/thread associated with the ROM.

btw-Wifi tethering works great on OMJ's ROM

Rooting gives you a whole lot of different things. You can tether the device without a phone as modem plan and you can install custom ROMS that make the device more stable.
