Other than doing what the threadstarter did, which you have already done, I say take it to a Verizon store and see if they could get it done somehow.
Otherwise, I think doing anything else would be illegal.

Yea the guy at tech started saying if its not a real v phone this is fraud blah blah blah...

Well, it's not fraud or illegal unless it's stolen or you try something like cloning but you probably already know that.
Verizon is just too big and they're being difficult.
You could probably activate/flash it to a low cost carrier like MetroPCS or CricKet. They would probably do it without any hassle.
