Looking for this also...There has got to be a stable build after 21501. What criteria must a new build meet in order to be uploaded to the kitchen?

a) not cause too much disruption to support it
b) not have glaring defects

While most of the recent releases have some mix of a) and b), there's an additional issue of manpower availability. Summer = Vacations, and the next push has enough changes that it isn't wise to force them upon everyone while we are shortchanged in the staffing area.
