Why does everyone say when you install a new radio you cant go back? can you not install the stock radio back?

You can. You can install any CDMA radio on any compatible CDMA phone at any time. You can go 'home' again.

Was the hotfix retroactively integrated into the ROM at any point? I am trying to figure out if I need to apply it or not.

Everyone is not saying that. Only Alltel and Bell touch pro owners are saying this because it is TRUE. There is no Alltel or Bell radio available, so if we flash to a different radio, then there's no going back. Then if you have an issue and you need to return the phone, you are taking a chance of them noticing that the radio is the wrong version, thus declining your warranty.

no it was not integrated...
yes you need to install it if you have not already just like everyone else.

what do you mean "not suppose to". Did you shut it off in the Input settings and it's still doing T9? Did you try opening the onscreen "full QWERTY" keyboard and hit the T9-ABC key to disable T9?
