First it will always say Security Unlocked, I read that it has to do with the radio and how you don't need to relock or unlock to flash a new one (radio)

NOTE 5: use Relocker *only* if you need to return the phone for warranty. only use it as last step - after reflashing stock OS and radio. Default relocker is for Sprint etc, Raphael_CDMA_VZW_Relocker in the verizon package is for Verizon touch pro's

It it is unlocked you will see on your bootloader screen... SPL-0.37.CMONEX

If you see that, then that means its not "locked"

Hey thanks so much for the response! too bad my phone isnt getting here till tomorrow. one more question, sorry. Where can i get the stock rom for uscellular htc touch pro? just in case, because i have some problems with these phones ):

Thanks. Where can I edit the device owner? I use Quorefunctions for instant gmail and I need to add myself as the official device owner for the key to work.

2nd touch pro owned...unlocked previous no probs.. Got new replacement and decided to run unlocker spl .037 like an idiot from the zip instead of extracting first...now it get stuck at 0% even ...bootloader shows unlocked but nothing can be done without comm errors 262 etc..cannot relock..flash rom...nothing...plz help. Yes it recovered fine but "Who wants stock" LOL

on the bootloader screen, does it say 0.37.0000 or 0.37.cmonex? also, try this, click start-settings-connections-usb to pc, and uncheck the box under Activesync

In my effort to no longer be noob in this regard xD I have unlocked my phone and even changed the radio so far. Does this program strictly unlock the device or is it there a rom in the package as well?

i'm not sure if it would be the proper terminology to call the spl a rom, but if you are asking if this flashes any kind of operating system rom or radio rom, then the answer is no. It only flashes the spl.
