Because you're NOT fully rooted or you lost your recovery image somehow.
Boot into bootloader by powering off then powering on while holding Vol down.
Check hboot-does it say .79 or .76.2?
If it says .79 then your are not "fully" rooted and need to unlock your nand via Toast Part II.
If it says .76.2 then you are "fully" rooted dont have a Recovery image.
The simplest fix would be to run ROM Manager and flash CLockwork Recovery.
After you do that you will have the option to flash amon RA Recovery if you prefer that one. It will be an option at the bottom of the menu in ROM Manager (it will be greyed out until you flash Clockwork first)

HAHAHAHAHA.....that symbol that is in bold in the quote above, makes me laugh every time someone posts it. Use your imagination. (Think male parts)

Sorry...had to say something...anyways what squat said sounds right to me you must not be nand unlocked.

This is weird though I was about to access recovery when I first rooted my phone way back. What causes me to lose recovery?

Not sure. How did you access Recovery in the past?
While the risk is small we take the risk of something getting FUBARed every time we flash. The last ROM flash/app/mod you did may have knocked it out

Hey so does the sd card need to be partitioned to install apps to sd card or will it work with a unpartitioned card

The native Froyo SD app move doesn't require partioning but the apps ability to be moved is up the the dev.
If you want to use apps2SD then you would have to partition like in Eclair.
