Just because you can't seem to unlock it, doesn't mean that it is not possible.

Try giving more information like:
What version of windows?
32 or 64 bit?
When's the last time you ran Windows Update?
Did you try putting it in bootloader while connected to the computer and give it time to install any drivers?

This might sound silly, but make sure to connect in "ActiveSync" and not USB Drive mode.

EDIT: NVM, my unit shows 1.06 at boot, but under device info it's 1.09.651.5

no there is not. there isnt a new rom this user is just doing something incorrectly.

i believe your correct. in order to flash the hard spl, SSPL has to initiate the proses. this can be done via active sync or manually running SSPL on your device.
