Okay this has always worked for me on new sms issues, don't see why it shouldn't in this case as well.
Go to your Redist folder, replace tmailutl.dll with that of previous build that worked for you. That should be all.

It will the basic file needed to make a barebone SYS. these are the core files that will add all the added functions. the rest of the OEM were from 21500, so you can use those.

Also I used the 21202 DPI files. since that was WWE. Until we get a solid 21500 WWE, I would stick with those.
