No, the thread doesn't say that. Emergency services uses only 10-15 which you can't set yours to. 0-9 are meaningless.

my ACCOLC is 0 by default... so... yeah... somethings a mist here as far as the information on ACCOLC...

ACCOLC was explained to me like this:
0-9 everyday use for all normal people and that most carriers use the last digit of your phone number to select this. Also higher numbers are better. (eg phone numbers ending with 9 work better the ones that end with 0)
10-15 EMS and GOV only - use these without permission and you could be charged or fined.

I have a HTC Touch, and I need to change the ACCOLC to 13, but it will only allow me to enter 0 - 9. Is there any way to change to 13?

As said before, please use the search tool. It is illegal to change ACCOLC to anything other then 0-9 for private handsets. Im not sure how you'd go about getting permission to change it to something higher, but my guess is that if it were truly needed and you worked for a specific agency they would have given you a handset previously programmed with the correct priority ACCOLC to begin with.
