i dont believe express version to be capable(wasn't for smartphone) but if you are a student(or know a student willingto do so) go to dreamspark, microsoft gives away product keys for visual studio 2008(and other software too) my wife is a psych major,
but still when she verified, they sent her a key for visual studio 2008, then you should be
have everything you need

(she also downloaded server 2008, (blows vista out of the water as far as speed and capability))
