Updater hits 100% of PPC-BuildOS.exe then fails with an error pop up of "Can't copy file Apache Kitchen" I click OK and it rolls back changes then closes. I can get it to operate doing the manual install method, but then updater pops up every time asking me If I would like to download the new stuff again. this process only started after I uninstalled it. Upon first install this never happened.

quick n00b question: so if i save the RUU_signed.nbh file, to flash later or on another device, i do i need any other files just a blank RUU to start the upgrade ???

it's not 1.7

it's a newer build of 1.6. it's on n2c's ftp, but figuring out how to integrate it into your OEMs is something that is up to you.
