I can communicate and transfer files using Astro Bluetooth without problems on x64. This is really weird that normal Bluetooth transfer doesn't work.

See..told ya :/...now all you gotta do is enable the OBEX FTP and you will have 2 way communication...

Right now I am on ACS 1.0 with twilight kernel 1.0.1 and EB13 modem and I did a file transfer via bluetooth just now and it worked fine...you sure you have the EB13 modem and not the dk28 maybe?

Also, when pairing, did the OPP bluetooth driver install properly?

DK28 is a thing of the past ! Yes I am on EB13 and all the drivers installed correctly. Something in my computer is blocking the FTP transfer, but I will give up for now, thanks.
