Best that you use a stylus for this.

tap and hold on background/ enter author mode/ tap and hold clock/ properties/ layout/ and tick 12-hour clock/ tap done twice. And once done tap and hold again and tap "enter user mode"

There are some other clock settings you can experiment with.

same will apply for lock screen if you have one set up with wad.
