By using UI Tweaker you can change the background color of other windows (programs window, etc.) and the color of text. It is an extremely useful app.
I recently did what I think you want to do. I tweaked my phone so that all windows had a black background with white font (to match my black today screen). My "X" button in the upper right hand corner is red. My highlight color is yellow. Not all windows or programs can be changed. Just play around with it and see what works. I've attached the zip of the latest version of UI Tweaker. Late, Coz

Naut...just run a search for "splash screen" or "boot screen". You'll find about 7 pages worth of results. You'll find everything from instructions on how to make your own "welcome head" file to revamping the entire start-up process.

Also try the attached below. Using UI Tweaker it will change your entire system to a black background with grey text. There are two screen shots in the zip folder along with a .sys file.
Download the zip file and copy the .sys to your ppc. Open UI Tweaker and select SysColor Changer. Select Tools and select Import. Navigate to the .sys file and select it. Follow the directions for restarting, etc. That's it. Enjoy. Late, Coz |

Have you checke out some of the LG themes that are being worked on at XDA-Developers? I have scoped it out only online, but it appears to be close to wait you are looking for, as many of the screen are set on black backgrounds
