By using UI Tweaker you can change the background color of other windows (programs window, etc.) and the color of text. It is an extremely useful app.

I recently did what I think you want to do. I tweaked my phone so that all windows had a black background with white font (to match my black today screen). My "X" button in the upper right hand corner is red. My highlight color is yellow. Not all windows or programs can be changed.

Just play around with it and see what works.

I've attached the zip of the latest version of UI Tweaker.
