Not sure if this has been mentioned yet, 16 pages is a lot to read...

Apparently the TP2 on Verizon will also have a GSM chip in it. Is that to mean I can roam on AT&T or is it strictly for going international?

all US carriers already have roaming agreements with each other,i dont know if that means only sprint and vzw can roam together(cdma) or that ATT and Tmobile can only(gsm)..the gsm chip will be for international use really

The GSM bands are Euro bands, not US bands...

Yes if you unlock the phone you can use it on at&t but you would just switch the phone to global mode. The ozone is the same way. I should be able to confirm this on my ozone this week. BUt if you lose cdma signal it should switch to global mode and then use the at&t card.

Yes, I understand how the technology works. But what happens when Verizon gets the transcript for your roaming on AT&T at the end of the billiing cycle and see's its not international? Do they even have roaming agreements with each other?

would you be able to unlock the device for US carriers? Explicitly in the FCC regulation document that is not allowed on this set of world phones
only time will tell if it will happen (big if mind you)
