Touch Hot While Plugged In To Car Charger

Hi all,

I just bought a car charger from the following link:

Plugged it in for the first time yesterday, and it seemed to make my phone unusually hot...definitely hotter than when it's plugged into the wall outlet or into my pc. Is this normal? Could I be damaging the phone by using it?
