What is ICS?

Anyways,
If I do use the Internet Sharing and make it connect to Sprint, will I still be charged for regular data usage since it's tethering?
When I look at the dial # for both Sprint and the "Phone as modem", it's the same number.

With the new billing system, Sprint can start charging you for PAM, or Phone As Modem. PAM is an add-on to your voice/vision plan and is $39.99 or $59.99 per month.

I use PDANet. A 15 day trial and a one time $35.
