There are a few options. I use SPB Pocket Plus, a commercial utility that does this (among many other things). There are free options as well: Batti is one I've used before and I found it worked well. There's another one folks seem to like called Vista Battery but I haven't used it myself.

I would actually stay away from Batti - it caused problems for myself as well as several others. Use Vista instead.

Thanks for the advice guys, ive spent over an hour searching for this program, would anyone be able to direct me where I can get it?

Its kinda hard searching for the words vista and battery and find what your looking for, lol/

Don't soft reset. It's not needed because it's an .exe file. Just click it to start or stop.

Think I found a fix:

This seems to be happening anytime hklm\software\microsoft\shell\ShowTitleBarClock is changed to 1. However, as I don't want that pesky battery meter on my screen, I couldn't leave it set to 0.

So I changed ShowTitleBarClock to 2, and woah and behold, everything works!

With ShowTitleBarClock=2 and TBOpt=3, I now have date/time on top in all my apps including the Today screen, and the phone app stopped popping up!
