Phone always off: Wireless radio off

I'm tryin to put the 6.5.1 rom onto a Sprint 6900 but when I put it into the bootloader, it only says "No Image File" and goes back to the tricolor screen. Anything that I might be doing wrong? file was named voguimg.nbh

If you are talking about the thread I think you are it said to use the .40 unlocker, flash the old nongps sprint rom(no customizations), unlock w/2.31, flash stock rom with gpsradio(no customizations), flash custom rom.
Maybe the .40 (overwritable) unlocker is needed.
I used that procedure on multiple Verizon Vogues without any problems.
