I used the PRLs no luck the same "unable to program" message is still there...

Try *2 instead of *228.
Ok now this comes back to the same question I've been asking.
You stated in your first post that cricket would not activate it. WHY?
Is the ESN added to the account and verify that it is correct. Verify that it matches from under the battery with the one in device info.
Check your MDN/MIN, SID/NID check all your PST setting.
For a PRL try http://www.corolada.com/prl/
If your ESN is correct in the cricket system you have a cricket PRL (not the one TMZ linked that looks like a Sprint PRL) and all your PST setting are correct you should be able to dial a number and connect. The *228 OTASP is to update your phone for your area and authenticate for WAP/MMS.
There are other OTASP numbers to try also start with *228 then jump to *22804 and just work your way up to *22809.

I would like to refer you to a thread READ IT! http://forum.ppcgeeks.com/showthread.php?t=94338 THEN READ IT AGAIN! and AGAIN! Everything you need to flash to cricket is there.
There is a link in the tutorial for the PST setting they work I use them at least 5 times a week.
Also if you don't have the information needed call cricket and ask for it.

Okay I changed the PST Settings but I don't have my MSID

Please forgive me if I come off rude when I say this and I mean no harm. But are you for real dude you have said 2 times that you had this thing flashed already no wonder why they couldn't activate it.

As stated previously if you do not have the information you will need to call cricket. Also your MSID is the same as the MIN not to be confused with your MDN.
