You stated in your first post that cricket would not activate it. WHY?
Is the ESN added to the account and verify that it is correct. Verify that it matches from under the battery with the one in device info.
Check your MDN/MIN, SID/NID check all your PST setting.
For a PRL try http://www.corolada.com/prl/
If your ESN is correct in the cricket system you have a cricket PRL (not the one TMZ linked that looks like a Sprint PRL) and all your PST setting are correct you should be able to dial a number and connect. The *228 OTASP is to update your phone for your area and authenticate for WAP/MMS.
There are other OTASP numbers to try also start with *228 then jump to *22804 and just work your way up to *22809.
