All that needs to be done to fix the EVDO to 1X problem is use a ROM that has the option to set your phone to EVDO only... The problem with this is that you can't get texts or calls... but its the only reliable way to keep an EVDO signal and you can always turn it back to automatic later.

Ok, Try changinf both primary and secondary to 255.255.255.255.
I noticed that my phone would randomly connect on the secondary, and then my speed would be slower.
