Google is your friend...
SPB Backup MemMaid Both are commercial apps, meaning you'd have to pay for them. Can't help you with the AS cab sorry.

if you're looking to back up your data...you might want to give google sync a chance...
unless of course you're not comfy with google having so much of your info... I have my GCal, Gmail, and GoogleContacts all pushed to my TP2 thru active sync...no significant battery draw down...and have been working nicely. PPCPim backup is the way to go...it is a stand alone .exe that resides on your SD card...no cab to install...you can take that app and backed up contacts from phone to phone.

Here's the latest info. I have regarding stopping ActiveSync from running on its' own. This was written for HTC Touch HD, so results may vary on TP2 and on different roms. However, it should all be the same. There may be another way, but this is the way that I know to work.
ActiveSync Auto-Run Fix How to stop ActiveSync from turning itself on all the time (Note: on the new official 1.56.401.0 WWE ROM, ActiveSync does not appear to be running by itself any more. Don't know if it's just a matter of appearances though) I've (markqld) rewritten this for the HTC HD and I works Brilliantly well. Thread

The above should work. You don't even have to use the fake info, you could setup Google as the server and set it to manual and just don't sync anything with it if you wanted to. That is what I used to do on my 6700. I still found though that Activesync would be running in the background after a soft reset, though it never restarted itself after being ended.

For backup, I use PIMBackup. It's within your budget (free). It works great at backing up Contacts, Calendar, Messages, Call History, etc... But not phone tweaks (i.e. regedits, cab installs, etc...).
