Yes, you need to sim unlock the phone. I'm not sure how much it costs (think $15 or so), but you do it via comonex and olio's website...same place that makes the hspl so we can flash custom ROMs.

The htc tp2 comes sim unlocked from factory. I took mine to dominican republic and was able to use an orange sim card there. If you go to settings and sim card options you will see that it says unlocked. They only reason that a certain sim card wouldn't work might be the frequency of the network. But the phone is already sim unlocked, there is no need to pay to have it done. the only unlocking it needs for sim is if you want to use it with att or tmobile here in the us. The sim unlock only works out of the box only with international networks not usa.
