what rom are you using and are you using cookies home editor?
go here: settings/sound and display/ and you'll see it. You cant completely stop calls from coming in, just like everone above said you cant turn off the phone like you want cause you need the radio to do your wifi tethering ddtm kills the data connection during a call or incoming call i know there is a hack on the moto q to turn it off in the field test menu to allow both to occur

No, not using CHT. There is no "display" in Settings > Sound. DDTM seems to be a Sprint thing so maybe I don't have this? (at least that's all I found on a google search)
