Glad to help man. If you did fastboot boot recovery.img and you left it plugged in while wiping and flashing . It could be the recovery your on. I been using Cwm 4.0 . Some recoverys have isssues wiping all the way maybe what is causing your issue.

Ok so I tried that and still getting the boot loop with the new ROM. These are my steps:
Turn on phone
Turn off fast boot under settings, power
Open cmd
Type adb reboot bootloader
Type recovery ...........
Go to phone select bootloader
Select recovery
In recovery select wipe data factory reset
Select ROM to flash all while phone still hooked up to USB

So you are doing it .. Fastboot boot recovery.img and still having the issue? Weird... I know on most recovery's you have to do that factory reset along with cache and davlik cache... Unless TWRP does that part for you.. The only thing I can think of is TWRP isn't wiping right...
Since your doing all the steps right... Gotta be the recovery isn't wiping all the way...

If you just wipe the factory method it doesn't wipe everything unless it was set up that way. Have you tried any other 2.17 builds? Other roms that are built of 2.17 and had the same issue?...
You could try another recovery or try to find a superwipe zip to use in recovery which will wipe what TWRP doesn't....

That was a documented issue with the inicial release of TWRP 2.0
It wouldn't wipe properly.

They even pulled the ones for the og EVO cause it wouldn't even wipe at all from what I've read.

That said, they did release a maintenance "update" of the one for the EVO 3d.
I have had no issues with it.
It is available on their web site.
It's TWRP 2.00.001 or something like that.

If you are using the inicial release, I highly recomend using the updated one.
That may sve your issues.

Was sleep I'm a waffle house manager so I'm an early riser. I see I forgot to mention I switched recoveries to cwm last night before my final try. No I haven't tried any other 2.17 roms. Like I said this is the first time I've had so many problems with a phone if I wouldn't have dropped my last 3d in the toilet I wouldn't be stuck on this problematic hboot 1.5
