FM Transmitter for windows mobile

The HTC Diamond can be use as a FM Radio. Does this also means that it could be use as an FM Transmitter?
If so, is there an existing app for windows mobile that transmit the device audio to a car FM radio?

wifi has nothing to do with the fm radio, and a transmitter would require hardware which the device does not have, so unfortunately no
