To answer your question clearly. If you need an application that works on Windows Mobile (6.1/6.5 etc) it would need to be repogrammed to work in WIndows Phone 7.
SO, out of the box, a Application designed for Windows Mobile WILL NOT work on a Windows Phone 7 device. As Eric said, Windows Phone 7 is worlds better than a 6.5 device, re-written from the ground up.
