Not quite true, one can flash from vista no problem I do it all the time as long as you do the driver update voodoo you'll be just fine. If needed the website with full instructions is:

Hey thanks for the guide it actually worked marvelously! I've been using vista ever since I got my 6700 and I've been wanting to take the dive into tweaking it, but for the life of me I could never get stuff to work. That guide fixed, it and all is well now!
