Well, this is not good. Connect the 6700 and run Windows Update on the PC. See if it gives any HTC-related updates/drivers.
If you are unable to connect with USB, try looking in the Device Manager for an unknown device. If there is one when the Pocket PC is plugged in, then delete the device. Then reboot and try to connect again.
An unknown device will be installed if you plugged your Pocket PC in before installing ActiveSync.

You should only use Activesync 4.5 and WMDC 6.1 with WM5/6/6.1
You really don't need to mess with Activesync on the PC side after install. On the 6700 side, there is only the "Advanced network functionality", which is usually not checked.
Oh, also, I'm assuming that you have no existing partnerships set up on the 6700 or PC, right?
