Based on what you are saying... if nothing happened when you double-clicked on a RAR file, I'm going to guess that you don't have a RAR decompression program installed. Just changing the name won't accomplish anything. The RAR file needs to be decompressed by WinRAR or WinZip (the new v11 can do it) and then run the ROMUpgradeUt.exe (or something similar, depending on which version you use). I ran it without being in Bootloader, but not everyone can do this.
The phone won't initiate an update on itself. It can only be done from a USB connection- preferably NOT from a USB hub.
