Please check your running task list - close the running programs and see if your problem is fixed. Generally, this problem is caused by 2 things: radio signal issues (call announce is easier to establish than call data) and programs hogging the cpu/memory. If you have 2 or more bars, radio signal issues shouldn't be a problem. If closing running programs doesn't help, try resetting your phone.

EDIT: Tiermann points out in the next post that ringtones, especially long or stored on the SD card, can also have the above mentioned effect.
