I have been using a set of tools to abstract the application and settings space from the WM OS so I can redeploy effortlessly to new WM ROMs: PM me if you are interested.
One last thing on WM Virtual.: I noticed Android was absent from the list of supported OS'es... hmmm.

Currently I am just looking for something to do BASIC tests of new ROM's and testing install scripts to see how they run. That in and of itself is "application testing". The biggest problem is that is pretty much impossible considering the memory limitations of the current SDK images.
That being said, it may just be impossible to do for now. I am a VMWare Workstation customer and have contacted them to see if can get on the beta team for the MV product.
FYI....I didn't see that Google/Android was at "Windows Mobile" World Conference, but the MV demo was of Windows and Android. =)
