The ringer issue likely isn't fixable until NRG puts out a new ROM. I made a previous posting about a possible kinda-workaround.

For the 2016 problem, attached is what I use for the Sense2.5.1921 ROM. I don't know if it'll work with Sense2.5.2012. The files were extracted from the official HTC fix.

1. Manually copy RILPHONE.DLL into the \WINDOWS folder (make a backup of your file first)
2. Run CorrectSMSDate.exe to fix all of your messed up SMS
3. Reboot as instructed and you're done

i turn off the sense dash and use titanium. HUGE increase in battery life. And no discoverable bugs. Im using the latest build

I tried turnign off sense aswell and the same problems were there. zero changes.

my diamond 6700 wont go pass the smart mobility screen after i put a new rom in it i unlock it and it will go into the bootload screen i can flash other rom they say install right but still wont go past the mobility sceen it say on screen spl-1.35.0000 can you help please

rilphone.dll is part of oemdrivers and is not dependent at all on sense.
