After downloading the newest Google Maps from m.google.com/maps I had to create a Google account. After getting that account set up,
Open Google Maps---
click Menu---
then Latitude---
Log in using Google account login info---
set your privacy info to whatever you want---
then add other friends that have latitude set up on their devices---
they will get message to allow you to see them and them see you---
After that there isn't really any other settings other than your privacy settings---
If you get it working you can click on yourself on the map and change picture of yourself

That is pretty much the extent of it. I haven't had any issues with it on my Diamond or Touch Pro (Both running Conflippers ROMs)
