Idea: App To Turn Off Phone Radio

I'd like to know if there's an app to turn off the phone radio at a certain time:
e.g. I let my daughter user the phone and I want her off by 10:00 PM, I can set a password protected app to turn the phone function off at that time

Any one know of such app or how it can be developed? I'm using a HTC Touch Pro 2 with Windows Mobile 6.5.3
