I have used Mobile GMaps (http://www.mgmaps.com/). It supports offline maps and there are tools available to download tiles of the online maps that allows them the used offline.

TomTom Navigator also works well without requiring an internet connection.

I was using TomTom, but have since changed over to IGo for my GPS. Works great and the preloaded maps don't let me down when I am in airplane mode (when I am on the water or in the mountains).

Navicomputer is cool for free, new features being added often. Read/search the XDA thread for tips on alternate maps like virtualearth.

Im gonna throw in another recommendation for Garmin MobileXT. I love it, well worth the money.
